The Reserve Officers' Training Corps program originated as a part of the National Defense Act of 1916. Junior Reserve Officers' Training Corps was also established as part of this act. The program was further expanded by the ROTC Vitalization Act of 1964. JROTC was the idea of Army Lieutenant Edgar R. Stevens, who in 1911 as an inspector and instructor of the military in Wyoming developed the idea for a non-compulsory high school class whose main purpose would be to teach young people to become better citizens.

Today, many high schools in all 50 of the United States have JROTC programs, teaching leadership, teamwork, and confidence.
